Spanish Army Awards Fecsa €2.9M for Mountain Troop Gear

The Spanish Army has awarded Fábrica Española de Confecciones (Fecsa) a €2.9 million contract to supply weatherproof suits for its units. The equipment, comprising a waterproof jacket and trousers, is designed to keep personnel operational in adverse weather conditions and must be delivered by December 15, 2027.

The contract is valued at exactly €2,909,851.56, including taxes, and was managed by the Economic Affairs Directorate of the Spanish Army’s Logistics Support Command. Fecsa submitted a bid of €228.69 per set, including VAT, with the expenditure allocated entirely to the 2027 fiscal year.

The procurement procedure was open, with bids assessed on two main criteria: price accounted for 60% of the score and technical evaluation for the remaining 40%. The contract period will run from its formalization until no later than December 15, 2027.

Protection for operations in adverse weather conditions

The so-called mountain weatherproof suit is a two-piece outfit specifically designed to protect military personnel from rain, wind and other conditions encountered in mountain operations. The initial tender specified that the garments had to combine waterproofing, mobility and durability for use in demanding environments.

The jacket features an integrated hood, adjustment systems and underarm ventilation zippers, while the trousers have full-length side openings that allow them to be put on or removed without first taking off footwear. This feature is particularly useful when personnel are wearing ski boots or crampons.

The technical specifications call for a polyamide outer fabric with a PTFE-based membrane, designed to prevent water ingress while allowing moisture vapor generated during physical exertion to escape. Seams must be heat-sealed, while exterior zippers are also subject to waterproofing requirements. The garments will be produced in arid or woodland digital camouflage patterns and will incorporate infrared-remission properties to reduce detection by night-vision devices.

More equipment for extreme-cold operations

The acquisition is part of a broader Spanish Army effort to upgrade equipment for units operating in low-temperature environments. In another tender finalized this year, the Ministry of Defense awarded seven lots of extreme-cold equipment worth just over €15 million, with the potential to raise the framework agreement’s value to €27.27 million should operational requirements call for further purchases.

That program includes field uniforms, insulating garments, extreme-cold jackets and trousers, boots, gloves, socks and snow goggles. Zaragoza-based company Yuma secured the largest contracts, worth €6.86 million, while Fecsa won two additional lots worth just over €4 million.

The new €2.9 million contract expands this modernization effort with equipment specifically designed for outdoor exposure and mountain operations. Its implementation in 2027 will provide garments intended to preserve personnel’s protection and mobility during maneuvers and deployments in adverse weather conditions.
