The province of Rio Negro in Argentina is poised for a transformative economic and energy shift with the announcement of a substantial investment in a Gas Natural Liquefaction (GNL) plant. This ambitious project, spearheaded by the Argentine company YPF in partnership with Petronas of Malaysia, is expected to significantly bolster the region’s development and has garnered widespread attention in the international business community.
Situated at the port of Punta Colorada, in the locality of Sierra Grande, the GNL plant’s establishment was determined after a thorough analysis of various locations, with Rio Negro’s strategic advantages ultimately steering the decision. This monumental project represents an estimated investment of nearly $50 billion, making it one of Argentina’s largest financial undertakings in history.
The impact of the GNL plant on the regional economy is anticipated to be profound, particularly as it is expected to triple the production of oil and gas from the Vaca Muerta formation. This surge in production is likely to catalyze significant industrial and urban development across Rio Negro. As Andrea Confini, the Secretary of Energy for the province, emphasizes, «We understand that the GNL project will have a very important impact on the entire valley because it will triple the production of oil and gas in Vaca Muerta, and this will have a direct incidence on our province in the development and growth of industrial and productive areas with a view to greater industrialization and urban planning of the area.»
The project is also set to create a substantial number of jobs, both directly and indirectly. Ignacio Torres, the Governor of Chubut, noted that a large number of companies will be required to meet the demands for services, including construction, metal mechanics, and logistics. Furthermore, there is a significant emphasis on fostering local entrepreneurship and supplier development. Confini stated that efforts are underway to map local suppliers and provide training opportunities for them, alongside support for interested entrepreneurs looking to invest in the region.
In line with the project’s development, a cluster of companies across the provinces of Chubut and Rio Negro is in formation, supported by key industrial chambers and the Federation of Chubut Entrepreneurs. This collaborative initiative aims to streamline the construction of the GNL plant and to ensure that the various needs of the project are met effectively.
A key strategic goal of the GNL project is to facilitate the export of liquefied gas to international markets, generating substantial foreign exchange for Argentina. YPF is currently seeking international financing estimated at around $20 billion to support the construction efforts.
