The Ministry of Transport and Sustainable Mobility has allocated 735 million euros to autonomous communities, local entities, and transport consortia to finance urban, interurban, and metropolitan public transport throughout 2025. The size of the disbursement solidifies one of the main lines of public investment by the State and positions sustainable mobility as a strategic axis of economic and territorial policy.
The department led by Óscar Puente emphasizes that this budgetary effort responds to a dual priority: to advance in the decarbonization of the mobility system and to promote a structural change in transport habits, encouraging the shift from private vehicles to more efficient and sustainable collective options.
Support for More Accessible and Competitive Transport
Throughout 2025, the Ministry initiated various lines of aid aimed at both autonomous communities and local entities, as well as supramunicipal entities, with the goal of mobilizing public resources to provide more affordable, accessible, safe, and environmentally sustainable transport.
One of the main components was the allocation of 355 million euros for fare measures with high social impact, including free public transport for children up to 14 years old, 50% discounts on passes and youth tickets, and a minimum 40% reduction on other multi-journey tickets, co-financed with the beneficiary administrations.
In December, the Ministry disbursed 201 million euros in advance payments, distributed among 75 beneficiaries—11 autonomous communities and 64 municipalities, provincial councils, and supramunicipal entities—within a total of 135 entities planned.
Specific Attention to Insularity
The program includes a differentiated line for island territories, aimed at financing a 100% discount on passes and multi-journey tickets for terrestrial public transport. In this context, Canary Islands received in 2025 a subsidy of 120 million euros, while Balearic Islands obtained 63 million euros.
Both communities also received advance payments amounting to 118.95 million euros—78 million for the Canary Islands and 40.95 million for the Balearic Islands—according to data released by Europa Press.
Support for Metropolitan and Urban Transport
In the metropolitan sphere, the Ministry contributed 363.7 million euros to finance regular passenger public transport, allocated to key bodies such as the Regional Transport Consortium of Madrid, the Metropolitan Transport Authority of Barcelona, the Metropolitan Transport Authority of Valencia, and the Autonomous Community of the Canary Islands.
At the same time, a new call for over 51 million euros was launched to finance urban collective transport services managed by local entities. A total of 93 municipalities were beneficiaries, including Zaragoza (over 7 million euros), Seville (4.8 million), Málaga (2.9 million), and Valladolid (1.7 million).
Public Bicycle and Sustainable Urban Mobility
As a complement to these actions, the Ministry launched in 2025 a specific line of aid to promote the use of public bicycle rental services, thereby reinforcing active mobility and the modal shift away from private cars.
This program, initially endowed with 10 million euros, attracted interest from 11 municipalities and supramunicipal entities, including A Coruña, Valladolid, Santander, and the Metropolitan Area of Barcelona. Three of these beneficiaries received advance payments totaling 159,000 euros during the year.
