Zaragoza presents its model of green taxation to the UN in Geneva
The Councilor for Finance of the Zaragoza City Council, Blanca Solans, represented the Aragonese city this week at two important international forums on urban sustainability held in Geneva from October 6 to 8, 2025.
On Monday, October 6, Solans participated in the fourth session of the UN Forum of Mayors, specifically in the panel dedicated to climate financing mechanisms. During her speech before the United Nations Economic Commission for Europe (UNECE), the councilor advocated for green taxation «not only as a tax tool but as a strategic lever for social and environmental transformation.»
The representative from Zaragoza detailed the budgetary commitment of the City Council to climate and environmental objectives. According to the Municipal Budget for 2025, the city allocates 36.5 million euros (29.5% of the total) to investments that contribute to climate objectives, while 40.6 million euros (32.8%) are directed towards environmental goals.
Among the specific initiatives mentioned are the Adapta tu Patio project and the renovation of municipal buildings and educational centers to enhance their efficiency and sustainability.
Solans emphasized the need for «a strong institutional commitment and a global financing pact that guarantees a sustainable and lasting framework for local entities.» Zaragoza’s participation in these forums is part of its strategy to become a climate-neutral and smart city by 2030.
