The Spanish Navy has tested its response to a submarine accident in Murcia during the CARTAGO 26 exercise, which brought together military units, civilian agencies and international assets. The demonstration, held on September 30, covered everything from locating the affected submarine to supplying the vessel with air and medication.
The training covers three areas: search-and-rescue operations, public communication of the incident, and psychological support for crew members and their families. The university and the Official College of Psychology are also participating in the latter two areas, according to information released by the Ministry of Defense.
Defense Minister Margarita Robles attended several stages of the exercise and visited the field hospital deployed at the port to treat those injured once they had been brought ashore. Robles said the drills enable participating countries to coordinate their efforts, align their criteria and test operational protocols.
First participation by the Isaac Peral submarine
The 2026 edition includes the Isaac Peral S-81 submarine for the first time. CARTAGO has been held since 2018 and is focused on training and enhancing the Navy’s submarine salvage and rescue capabilities.
The exercise’s conclusions will help prepare Spain’s role as host country for Dynamic Monarch in the fall of 2027. This multinational NATO exercise, also focused on submarine rescue operations, is scheduled to take place in waters near La Manga del Mar Menor.
