The Government of Aragon and the Ministry of the Presidency, Justice and Relations with Parliament signed an agreement on Wednesday to expand technological cooperation in digital justice. The deal will allow Aragon to assess and incorporate state-level solutions when appropriate, without replacing Avantius as its case-management system.
Aragon will gain access to state-level solutions to advance digital justice
The regional government’s vice president, Mar Vaquero, and the Secretary of State for Justice, Manuel Olmedo Palacios, signed the agreement at the Ministry of the Presidency, Justice and Relations with Parliament. The framework establishes cooperation and interoperability arrangements between the two administrations to facilitate the use of shared technological tools.
Aragon will be able to access these solutions through code transfers; access and use involving the processing of data hosted on ministry infrastructure; or access and use without data processing by the Ministry. The region will decide which applications or services to incorporate from the general application catalog following the relevant technical and functional assessment.
The signing does not automatically trigger the rollout of any specific tool. Commitments will be limited to the solutions Aragon selects in each case, under a free-transfer model with no financial consideration between the parties. Costs related to usage rights, infrastructure, integration, adaptation or support may nevertheless be assessed.
LexNET, Carpeta Justicia and Cl@ve Justicia among the services included
The agreement includes tools such as LexNET, designed for electronic communications with legal professionals; Carpeta Justicia, a digital channel for citizens’ interactions with the justice system; and Cl@ve Justicia, for secure electronic identification.
The agreement also covers judicial interoperability systems, electronic archives and case files, hearing recordings, electronic apostilles, data-analysis platforms and other services supporting judicial and prosecutorial activity. Aragon will also be able to access updates, technical support, documentation and train-the-trainer programs associated with the selected solutions.
The cooperation aims to avoid duplicating development work where a suitable state-level alternative exists and to broaden the technological options available for specific needs. The goal is to strengthen connections among regions, judicial bodies, public prosecutors’ offices, professionals and citizens.
The agreement retains Avantius and establishes oversight bodies for four years
The agreement does not entail the replacement of Avantius, which will remain the case-management system in force in Aragon. The region remains committed to its development, functional evolution, security, interoperability and adaptation to the needs of the Justice Administration.
The integration of state-level services is intended to improve connectivity with Avantius and facilitate greater interoperability of Aragon’s system. Aragon will retain the authority to decide which solutions it needs and how they are integrated into its own systems.
The agreement will initially remain in force for four years and may be expressly extended in annual periods for up to an additional four years. A Monitoring, Oversight and Control Commission and a Technical Committee will coordinate and supervise the actions arising from the agreement.
