The Aragonese Employment Institute (INAEM) is allocating €4,582,080 to the PRO-IN +45 program, a call for applications aimed at improving the employability of 1,480 unemployed people aged 45 and over over 16 months. Participants may receive incentives of up to €810 linked to their entry into the labor market.
PRO-IN +45 to fund employment pathways for 1,480 people in Aragon
The 2026 call for the Comprehensive Employment Projects Program for people over 45 is led by INAEM and funded with resources from Spain’s State Public Employment Service allocated to Aragon through the Sectoral Conference on Employment and Labor Affairs.
The program is aimed at people aged 45 and over who are registered as job seekers and unemployed when they join. Workers on permanent seasonal contracts may also participate during periods when they are not actively employed.
The intervention will begin with a professional assessment and a pathway tailored to each participant’s experience, skills, interests and upskilling needs. The approach includes career guidance, résumé improvement, digital skills training, interview preparation and support in the job search.
It will also provide information on training, skills certification and self-employment, as well as facilitating contact with companies. Pedro Arrufat, head of INAEM’s Placement Service, summarizes the program’s approach: “We are committed to personalized support that accompanies each participant from the initial assessment through to employment”.
The program prioritizes women, long-term unemployed people, and projects in Huesca and Teruel
The call provides for 60% of those assisted to be women, as they represent the majority of unemployed people over 45 in Aragon. The program seeks to address the barriers that hinder their access to employment on equal terms.
It will also seek to ensure that at least 40% of participants receive unemployment benefits, allowances or other income-support payments. The initiative will also encourage the participation of long-term unemployed people.
The regional dimension will carry weight in the award of grants. Projects developed in Teruel and Huesca will receive higher scores, with the aim of extending these services across Aragon and strengthening access in rural areas.
PRO-IN +52 ended with a 53.2% employment placement rate among participants
The new program draws on the experience of the previous PRO-IN +52, which concluded during the first half of this year. That edition assisted 1,456 unemployed people aged over 52, or 98.4% of the 1,480 places awarded.
Of those effectively assisted, 774 worked for at least 90 days, bringing the employment placement rate to 53.2%. In addition, 869 participants received incentives linked to their entry into the labor market.
PRO-IN +45 grants may be requested by private nonprofit entities with their own legal personality, operations in Aragon, and technical capacity in career guidance, employability, employer outreach and job placement. The application period will be 15 business days from the day after the call is published in the Official Gazette of Aragon.
Applications will be processed exclusively online through procedure 11791, entitled “Grants for PRO-IN comprehensive employment project programs. 2026 call. PRO-IN +45”. Individuals should not apply directly for this aid: beneficiary entities may nominate participants and employment offices may refer them, subject in all cases to INAEM’s final review and approval.
