Zaragoza Enhances Its Role in Defense and Green Innovation Before the European Union
The Councilor for Finance and European Funds of the Zaragoza City Council, Blanca Solans, along with the General Director of European Funds, Elena Navarro, are participating in the European Week of Regions and Cities in Brussels, the largest annual gathering organized by the European Commission. During their institutional agenda, Zaragoza has asserted its strategic position in the fields of defense and innovation while seeking new sources of European funding to achieve climate neutrality by 2030.
In the session titled ‘Regions that Strengthen the EU Defense Industry: Dual Use for a Resilient European Defense Innovation Ecosystem’, Councilor Solans highlighted Zaragoza’s role in defense and technological innovation. The city has a solid track record in security, reinforced by the presence of the General Military Academy as a training and doctrinal reference, as well as a business fabric increasingly linked to the development of dual-use civil and military solutions.
Aragón is also promoting the Defense HUB, a collaborative space between institutions, armed forces, industry, and knowledge centers that strengthens its position as a key enclave for building a resilient and sustainable European defense innovation ecosystem.
Zaragoza currently allocates 30% of its total investments from the 2025 Municipal Budget to projects that meet the environmental and climate objectives set by Europe, with European funding being a priority source for this goal.
During her stay in Brussels, the councilor held a bilateral meeting with Philippe Froissard, Deputy Mission Manager of the European Commission’s Cities Mission. In this meeting, Solans proposed the search for new avenues of financing and European cooperation for Zaragoza as a ‘mission city’, in order to strengthen the resources necessary to achieve the goal of climate neutrality by 2030, as set out by the European Commission’s Mission on Smart and Climate-Neutral Cities.
The municipal representative participated in the European Urban Forum, held at the European Parliament, where MEPs, mayors, and European policy officials discussed the EU’s future budget framework and the financial needs of European cities. The meeting’s message was a collective call for a European budget that reinforces the urban dimension and the role of cities in the green and digital transition.
The institutional agenda concluded with attendance at the Covenant of Mayors Ceremony 2025, a key gathering for local climate leadership in Europe under the motto ‘Securing Europe’s Future’. This ceremony brings together cities, regions, and energy agencies committed to climate action and carbon neutrality.
With this participation, the Zaragoza City Council reaffirms its commitment to European cooperation and the mobilization of community funds to promote green, digital, and socially inclusive projects, consolidating the city’s role as a benchmark in urban innovation and sustainability.
