Aragón Increases Spending by 25% on Spaces for People with Disabilities and at Risk of Exclusion
The Vice President and spokesperson for the Government of Aragón, Mar Vaquero, appeared after the Government Council meeting held this Wednesday alongside the Minister of Finance, Interior, and Public Administration, Roberto Bermúdez de Castro. The executive approved an increase of over 25% in spending allocated to spaces for people with disabilities and those at risk of exclusion, along with other measures in the educational and social sectors.
The Government Council approved a multi-year expenditure of 197 million euros to finance the new social agreement for spaces intended for people with disabilities, dependent elderly individuals with severe behavioral issues, and people at risk of exclusion, managed by the Aragonese Institute of Social Services. The new agreement finances 2,992 spaces, 130 more than the previous agreement, and creates new categories aimed at individuals with disabilities who have not previously been served by the public system. The authorized multi-year expenditure represents a financial improvement of 25.43% — specifically, 13,310,567.20 euros more — compared to the annual spending of the previous agreement. The initial duration will extend until 2028, with the possibility of annual extensions to reach a total validity of 10 years.
Challenge Against Regulations on Migrant Minors
The Aragonese government authorized the filing of a contentious administrative resource against the Royal Decree 743/2025, promulgated on August 26, 2025, which establishes the capacity of the protection system for unaccompanied foreign minors in the various autonomous communities. Vaquero described this regulation as unconstitutional and pointed out that it violates principles such as equality and solidarity, while neglecting the well-being of minors. The Aragonese government had previously filed resources before the High Court of Justice of Madrid, the National Court, and an unconstitutionality resource that was accepted for processing this spring.
Investments in Concerted Education and Transport
A multi-year expenditure of 1,013 million euros was authorized for educational concerts in private centers in Aragón, covering six educational courses for all levels — Early Childhood, Primary, Secondary, and Special Education. A multi-year budget of 53.13 million euros was also approved for the hiring of school transport services from January 2026 to June 2028 throughout the autonomous community. By province, a budget of 25.2 million was planned for Zaragoza, 14.5 million for Huesca, and 13.3 million for Teruel.
Other Measures Adopted
The hiring of 40 new Early Childhood Education technicians was approved: 25 for early schooling classrooms and 15 to strengthen the Government of Aragón’s Early Childhood Education Schools. An expenditure of 6.4 million euros was authorized for the construction of a secondary school building and an open gym at the CPI Valdespartera III in Zaragoza. Additionally, the multi-year budget for the grants of the WAVE PLUS Employment Plan, aimed at vocational training, was approved for an amount of 8 million euros, estimating 925 training actions and over 20,000 participants. Finally, the Decree that determines the structure and organization of the Judicial Office that will assist the High Court of Justice of Aragón and the Provincial Courts was approved.
