The Government of Aragón, in collaboration with the ATA and UPTA associations, has launched the second edition of the Segunda Oportunidad program, aimed at preventing the closure of viable businesses through debt restructuring and advice. This program, with a budget of 150,000 euros until the end of 2025, is being implemented following the success of its first edition.
The initiative seeks to offer preventive frameworks for advice and financial education for self-employed individuals and small and medium-sized enterprises (SMEs), facilitating access to the Law of Second Opportunity for those professionals affected by debts and insolvencies. Furthermore, it aims to standardize the application of this law at the European level through the filing of claims before competent authorities.
The program includes a series of activities such as initial advice, insolvency studies, preparation of documentation for bankruptcy proceedings, viability analysis, and dissemination of the right to a second opportunity. The development of the Observatory for Self-Employment is also contemplated, which will play a crucial role in monitoring and evaluating the program.
Results of the First Edition
In the year 2024, the program assisted 89 people and managed 42 cases, achieving the exemption of over 2 million euros in debts, with an additional 9 million in the processing stage. The primary beneficiaries were men over 40 years old, from sectors such as services, construction, commerce, and industry, primarily from Zaragoza, although also from Huesca and Teruel.
Thanks to these interventions, many self-employed workers have been able to avoid financial collapse and keep their businesses operational, demonstrating the program’s effectiveness in providing a real second chance to those facing severe economic difficulties.
