Logistics in Zaragoza: Key Demands to Boost Competitiveness

Spain’s logistics sector has called in Zaragoza for the construction of a double-track electrified rail line between Teruel and Sagunto and a high-capacity rail link to Europe through the central Pyrenees. Nearly 140 industry representatives gathered at CEOE Aragón identified these infrastructure projects as critical to preserving the competitiveness of Aragón and Spain as a whole.

Aragón’s logistics sector contributes more than €1.8 billion and 39,000 jobs

The event, organized by UNO, Spain’s Logistics and Transport Business Organization, was held on September 23, 2026, at CEOE Aragón’s headquarters. Companies, operators, and institutions examined the challenges facing a sector that views Zaragoza and Aragón as one of Spain’s and southern Europe’s leading logistics hubs.

The meeting addressed operational excellence, process digitalization, the electrification of heavy transport, and strategic infrastructure. According to data presented during the session, logistics activity generates more than €1.8 billion in gross value added in Aragón and supports 39,000 jobs.

Participants argued that the region has the assets, talent, and market position needed to maintain its logistics leadership, but warned that this advantage must translate into new projects, investment, economic activity, and jobs. The event also highlighted the need to accelerate the Aragón Logistics Plan 2025-2040 and strengthen public-private collaboration to expand the sector’s economic weight.

The Teruel-Sagunto double track and the Central Pyrenees Crossing top rail demands

Speakers agreed that Aragón’s logistics leadership is not assured without new rail infrastructure. The main demand was to move swiftly on the Sagunto-Teruel double-track electrified line, part of the Cantabrian-Mediterranean Corridor, to prevent further bottlenecks on a key freight transport connection.

During the event, participants criticized the proposal put forward by Spain’s central government for the Teruel-Sagunto section. Attendees endorsed the objections jointly submitted by CEOE Aragón and CEV, which call for the plan to be withdrawn on the grounds that it rules out a double-track electrified line based on a 2017 report. The position put forward holds that Aragón’s economic and logistics landscape has changed since then and calls for a solution adapted to current conditions.

Participants also supported reopening the Canfranc line from an economic and logistics perspective, as well as advancing the Central Pyrenees Crossing. This high-capacity rail connection through the central Pyrenees was presented as a long-term infrastructure project to strengthen Aragón, Spain, and the European economy. A lack of progress, speakers said, would pose a problem for logistics in Aragón and across Spain.

Zaragoza, Huesca, and Teruel seek to strengthen their logistics roles

The regional strategy positions Zaragoza as a major logistics hub and a magnet for business investment. The city retains a central role in the region’s economic network, while the proposals discussed seek to strengthen Aragón’s ability to attract projects and sustain growth linked to transport and distribution.

For Huesca, the event pointed to greater international reach based on its connection with France, its agri-food specialization, and its position along European freight corridors. In the case of Teruel, participants proposed consolidating its role as a logistics platform on the Zaragoza-Valencia axis, supported by available land and the potential of its airport.

Key policy measures include promoting synchro-modality, improving rail connectivity, strengthening strategic freight corridors, and expanding logistics and industrial land. The sector also called for greater energy capacity to meet demand stemming from automation, along with monitoring mechanisms to ensure that planned projects in Aragón are carried out.
