The government has approved the Airport Regulation Document (DORA 2027-2031), a plan that earmarks €104 million for airports in Aragon. The bulk of the investment, €96.3 million, will be concentrated at Zaragoza Airport.
Zaragoza to receive €96.3 million for runway, energy and airport safety
The Council of Ministers approved the DORA for the 2027-2031 period on September 15, 2026. The document provides for nearly €13 billion in investment across Aena’s network of Spanish airports over the next five years.
In Aragon, Zaragoza Airport will receive €96.3 million. Planned projects include runway resurfacing and upgrades, construction of a new power plant, and the renovation and expansion of the airport rescue and firefighting service facility.
The plan places these projects within a strategy aimed at modernizing the airport network, strengthening safety, and advancing sustainability and competitiveness. Improving the passenger experience is also among the DORA’s priorities.
Huesca-Pirineos to receive €7.8 million for runway, safety and energy efficiency
Huesca-Pirineos Airport will receive €7.8 million between 2027 and 2031. The investment will fund runway pavement upgrades, the procurement of vehicles for the winter operations plan, and improvements to safety equipment.
The program also includes the development of energy-efficiency plans at the facility. With the allocations for Zaragoza and Huesca-Pirineos, planned investment in Aragon’s airports totals €104 million.
Airport network to fund plan without drawing on the state budget
The nearly €13 billion planned for the network as a whole will not be funded through the General State Budget. The investment will come from revenue generated by Spain’s airport system, managed by Aena, the state-owned company under the Ministry of Transport and Sustainable Mobility.
Minister Óscar Puente said DORA III keeps the average airport charge virtually frozen. The planned increase is just three euro cents per passenger per year.
