Aragón Approves 504 New Teaching Positions and Challenges University Regulations

The Government Council of Aragón has made two main decisions in its latest session: the approval of 504 new positions for non-university teaching staff and the authorization to appeal to the Supreme Court against the new state regulation of universities. Both measures were presented by the vice president and spokesperson, Mar Vaquero.

The Government has approved the Public Employment Offer, which includes a total of 504 new positions for non-university teachers. This measure addresses the need to ensure the quality of educational resources through proper human resources planning in the Aragonese educational system.

Currently, the staff made up of teachers, special education aides, health personnel, and early childhood education technicians exceeds 21,000 people. The applied replacement rate of 120% in priority sectors allows for reinforcing the coverage of teaching positions and ensuring the quality of the educational service.

The Government Council has authorized the Government of Aragón to file a complaint with the Supreme Court against Royal Decree 905/2025, which regulates the creation, recognition, and authorization of universities and university centers.

The Aragonese government argues that the decree generates legal uncertainty, invades the competencies of the autonomous communities, and harms territories like Aragón in favor of others. Specifically, it criticizes the tightening of requirements, such as the demand to exceed 4,500 students, as well as the transfer of state competencies over online universities, which was previously autonomic.

Waste management project in Calamocha: The Declaration of Autonomous Interest was approved for a waste management and biomethane production plant promoted by Casiopea Green Gas (a subsidiary of Moeve). The investment will be 17.2 million euros, with works expected to begin in the first quarter of 2027 and operations starting at the end of 2028. It will generate 30 jobs in construction and 58 in production (8 direct and 50 indirect), with an annual production of 65 gigawatts of biomethane.

Educational infrastructure: Authorization of 3.9 million euros for the rehabilitation of the former Ramón y Cajal school in Calatayud and its transformation into the Nuestra Señora del Carmen Nursery School.

Unaccompanied foreign minors: Approval of a contentious-administrative appeal against the placement criteria. Currently, Aragón is providing care for 17 minors in this situation.
