Zaragoza Accelerates Population Growth, Surpassing 700,000 Residents: A Boost That Could Add Two More Councilors

The Aragonese capital has once again crossed the symbolic barrier of 700,000 inhabitants according to the latest provisional data from the municipal registry and estimates from the National Institute of Statistics (INE). This demographic milestone not only solidifies Zaragoza’s position as one of the most dynamic cities in Spain but also directly impacts its political representation: it will gain two additional councilors in the upcoming municipal elections of 2027.

The article published today by Heraldo de Aragón reflects a trend that has been consolidating for several years. Following a period in which Zaragoza surpassed Seville as the fourth most populated city in Spain (based on official INE data as of January 1, 2025, Zaragoza was already nearing 699,000-700,000 inhabitants while Seville was recovering slowly), the capital of the Ebro river maintains steady growth that now places it clearly above 700,000 registered residents. Some internal records from the City Hall even report figures close to 723,000 inhabitants by mid-2025, indicating a notable increase rate.

Why is Zaragoza Growing?

The growth of Zaragoza can be explained by an attractive and modern mix:

  • Economic and Labor Appeal: The city has established itself as a logistics hub (Zaragoza Logistics Platform – PLAZA), technological (with a strong presence of companies in the automotive, renewable, and digital sectors), and services. Its strategic position in the northeastern part of the peninsula makes it a natural hub between Madrid, Barcelona, and southern France.
  • Quality of Life and Housing Prices: Compared to other major capitals, Zaragoza offers a more affordable cost of living, good educational and healthcare infrastructure, and an urban environment with ample green spaces (the Water Park, the Ebro and Huerva rivers). This attracts young families and professionals.
  • Immigration and Diversity: As in many Spanish cities, the positive migratory balance (especially from foreign populations) is proving key. Zaragoza already concentrates nearly half of the total population of Aragon, reinforcing its demographic and economic weight within the community.
  • Municipal Policies: The current government team (PP with support from Vox during certain periods) has promoted the construction of new housing and the attraction of talent, with the goal of reaching 800,000 inhabitants in the next 5-6 years.

Political Consequences: Two More Councilors in 2027

In Spain, the number of councilors in a city council is calculated based on population brackets established by the Organic Law on General Electoral Regime (LOREG). Surpassing 700,000 inhabitants means moving to a higher bracket, which automatically translates into two additional councilors (from 29 to 31 councilors, or according to the exact bracket).

Zaragoza versus Seville: A Trend-Setting Rivalry

The demographic «battle» with Seville has been recurring news in recent years. In 2025, Zaragoza achieved the surpass and positioned itself as the fourth city in Spain. Now, although Seville has once again exceeded 700,000 (reaching 700,324 according to recent provisional data from the INE), Zaragoza continues to demonstrate more robust and sustained growth. While Seville has largely depended on foreign immigration for its recovery, Zaragoza combines immigration with a less negative natural balance and a stronger internal residential appeal.

Looking to the Future

The challenge for Zaragoza now is to manage this growth intelligently: planning more affordable housing, improving mobility (with projects such as extending the tram or enhancing the Canfranc connection with France), and avoiding speculation. If it maintains the current pace, the target of 800,000 inhabitants stops being a distant aspiration and becomes a realistic goal.

In a national context where many cities struggle to retain and attract population, Zaragoza demonstrates that a combination of strategic location, proactive policies, and quality of life continues to be a winning formula. The «700,000 effect» is not just a number: it is a political, economic, and symbolic boost for the Aragonese capital.
